I understand that if you did not pass your PT test that your scholarship stipend is not retroactive. What of the case that the paperwork doesnt go through for a month?

I passed my first APT to start my scholarship back on August 22nd, but am yet to receive my stipend or take the oath. I am told it is because ROTC is still processing the paperwork.
Do I still loose out on my stipend for the past month of September, or will it be retroactive in this case because I fulfilled my duty over a month ago?
 
A lot will depend on what paperwork is yet to go through. Did you have your 104R form completed, signed, and turned in on Aug. 22nd as well, what about the rest of your paperwork.

It is not unusual in some battalions to have the paperwork take some time if the HRC is not on top of things from the start and if all the paperwork is not complete when you take your APFT. The APFT is just one part of the contracting process, all the paperwork needs to be complete as well. Your HRC should be able to tell you when your stipend will start, if everything has not been submitted then you will most likely not receive your stipend retroactive back to the 22nd of Aug.

I would keep on your HRC to see what the progress is on your paperwork, don't let this fall between the cracks or you could end up going a while before you start receiving your stipend.

Also, you need to be contracted soon if you want to apply for the CULP program for this year if you are interested.
 
They are saying within the next few days I get to take the oath.
I did complete all forms they gave me before September had started, but the 104R form does not look familiar.

I have been dropping in the ROTC office every five days or so and asking if theres anything more I needed to do or fill out so its not delayed any further, but it seems to be SOP to just tell me everything is taken care of, Ive done my side of it.

Kronk, did you complete your SF-86 security form as well? You probably did but just be sure. 104R is a form you complete with your advisor and submit to cadre to make sure you have the necessary classes to graduate on time.
 
I don't know whether the scholarship contract is signed simultaneous with taking an oath, but you won't be entitled to a stipend (or the book allowance or tuition payment) until you've signed that contract. If you haven't seen the contract make sure you review it, because it will govern the next eight plus years of your life and it has some onerous provisions if you don't fulfill your commitment.

No on the SF-86 form, I havent been told anything of this.
So basically even though Ive held my end of the deal, and pestered more frequently than weekly, im still gonna be out $300+.

Google the 104R form to see if it looks like something you filled out. If you don't think you have completed this form then get in touch with your HRC ASAP and find out why they haven't told you to get one done. It used to be that the SF-86 did not need to be done to contract, that may have changed so be sure to check on that one as well.

Your correct, if they have not had you fill out the 104R form then you won't be getting the stipend, more importantly you will not be getting your tuition paid until everything is done. Don't worry about being pushy, tell them you need to make sure everything is done. The Cadre often do not know the in's and out's of the paperwork, this is handled by the HRC, that's the person whose door you need to camp out in front of. Sorry to hear your having such difficulties.
 
Last year at Norwich my DS signed his contract and took his oath on the Friday morning of Parent's Weekend. He had passed the APFT, like you did, in August. However, he did have to fill out the SF-86 and the schedule of classes before that. When his stipend started, it was prorated from about Oct 10th.
 
Sigh. Okay. Id expected with the early arrival date and there being only 6-8 of us it would have been smooth.

A lot of crazy advice here...
Here is what you need to do. Ask you HRA what date is in CCIMM for your contracting date. That is the date you will be payed from. It's not a function of your 104r, or your SF 86, or even when you raise your right hand. It should be the date on the contract.
The pays system is a little slow this year. There have been some issues, so you need to be patient.

passed APFT during June university orientation, turned in 104-R and SF-86 at August cadet orientation, signed contract today - just have to adjust to the processing process... it will work out for you.
