Is the civil affairs officer slot open to newly minted 2nd LTs? It is my understanding the job is open to 0-3 and above. Also is it considered special forces? Thanks.

No. The earliest you can submit a packet is when you are 1LT(P) to attend selection.

No, it is not Special Forces, though it is a Special Operations Force. Just to clarify, SOF includes everything like the 75th Ranger Regiment, Civil Affairs, PSYOPS/MISO, 160th SOAR, Special Forces, etc. But the only Special Forces are the U.S. Army Special Forces, commonly referred to as the Green Berets. It may seem small, but the distinction between SOF and SF (a component of SOF) is a big deal.
 
You can actually apply for CA prior to being 1LT(P), it has to do with the year group you were commissioned. The window for the application to CA opened for my son about 10 months before the Captain's Board met. You would first get an acceptance to attend the selection course, if you pass then you are scheduled for the actual training. My son's date for the selection course will be before he makes Captain.

Thank you for a useful information Jcleppe! Could you please clarify how much time (in months) it took for you son between he was commissioned as an officer and when he got an acceptance to attend the selection course? Thank you
 
Also you have to realize that Civil Affairs or PsyOps is largely a reserve component job, if I remember correctly 75-80% of the assets are in the reserves. If you are set on CA, AD maybe prove to be a road block in and of itself. It is possible to get as AD but harder.

As Jcleppe said it goes by year group, for year example my group FY 12 is up if I am not mistaken.
