Hello,
My DS just got post mail today saying that he has been nominated for a Navy Option Scholarship to begin in the Fall of 2016 enrolled in a Tier 2 major.
This is what he wanted in the beginning so I am very happy for him.
The letter also said that he has to accept it by Jan 23.

However he also applied ARTOC and AFROTC. The board will be held in late Jan (25 Jan) and I am sure the result won't come out until Feb.

I would like to see whether he has other options.

Is there any way he can postpone his final decision to late Feb?

DS' letter said you are not obligated by accepting the nomination for the scholarship. You can withdraw at any time. However... if you wait... and the deadline passes... you will lose it.

If that's the language on your scholarship nomination, accept and later turn it back in if you don't want it.
 
Even if you accept the NROTC scholarship above all others and attend the first year of college, you can still drop it without payback or military obligation up to the start of the sophomore year.

MILITARY SERVICE OBLIGATION
You will incur a military service obligation if you continue to participate in the NROTC Program at the beginning of your sophomore year. The military obligation is to serve a minimum of eight years in an active duty/inactive duty status from the date of your commission. Currently, the Navy Option program requires at least five years active duty and three years inactive reserve service. Nurse Corps and Marine Corps option programs require at least four years of active duty and four years of inactive reserve service.
