Since I didn't need a waiver for USNA, does that mean that I won't need one for USMA? I have a minor allergy to Penicillin.

Different services, different missions, different field criteria, may well be different waiverable standards for this condition. Or not!
 
Side question that is relevant to this topic: I completed all parts of my USMA application on Friday and my portal still says "No action" for medical. Does this mean that they do not view me as competitive? Or does it usually take a few days for it to be updated?

My medical status changed as soon as my portal was updated with my nomination. If you don't have a nomination, then that might be the issue.
However, 'competitive' in this case is used loosely; meaning that you meet the requirements to compete for admission rather than having a better chance at admission, so don't take it the wrong way that your medical status hasn't changed.
If everything on your profile is complete, including a nomination, I wouldn't stress. You should be seeing an update soon.
