So, two slates are submitted by the MOC? What does this mean? What if one nomination has a number 1 next to it, and the other has a number 4? (they're from the same MOC). They appear on my portal.

Could you post what those noms look like? The letters and numbers. Arent you from PR? So they would be noms from the Governor?
Those numbers could mean the slot that is vacant. For example, slot 1 and slot 4 are the ones that are vacant. But, that info is not visible to the candidate.

My nomination box shows three nominations.

One says PRGOV1 (from the governor)

Thhe other two say:
PRRC1
PRRC4
(Resident Commissioner)

Each MOC has 5 nomination slates/vacancies for each academy. Same for the Puerto Rico equivalents.

What do you mean by which nom it is?

In summary -
It looks like your Resident Commissioner had Slot 1 and Slot 4 open out of his 5 slots - which still is unusual for the candidate to see the slot number. I've never seen that visible on a candidate's portal - but maybe that is done for the PR candidates.
