I was awarded 4 year scholarships to the University of Washington, University of Portland, and Oregon State. Does anyone know what the next step is?

The next step is to decide which one of the 3 schools you will be accepting. You will accept the scholarship and then you will be scheduled for your physical through DODMERB, if you have not already done this previously through a service academy application process.
 
The next step should actually be to receive and read carefully the offer letter and accompanying instructions that have been sent to you. The you will choose a school, take your DODMERB, and I would suggest touch base with the Battalion at the school you plan to attend.
 
DS first step was to talk again with the schools to see if there was any way to get info on if Financial Aid packet is complete just waiting to mail. If they are completing them as they receive the FASFAs perhaps it can help either give them an idea of what is offered other than PELL since PELL and ROTC can not be used at same time so if housing/board is not included is important to see what you will still have as costs. For many the final still out of pocket can take things out of contention. DS then called school of choice and lucky he did as one of his dual enrollment transcripts was not received. Since the cheapest housing options go fast decided on school that we can financially afford and grabbed a room now just waiting for the packet since that will have the actual instructions for accepting and choosing school and the medical info.

I have never read any of the Pell Grant criteria to exclude eligibility with an ROTC Scholarship. If the Expected Family Contribution (EFC) is zero or near zero, at many schools the Pell Grant and the SEOG are still on the table. ROTC does not pay the full Cost of Attendance (COA) so there are still other costs that can be recognized for Pell $ like travel to school, housing, and food money.

I am hoping someone with more knowledge on this might weigh in.

I hope that is correct we were told they could not get both PELL and ROTC at the same time since we EFC 0 family this is very important info to know. Wish things were easier to find. That can help keep DS from having to use more than 12 months of his Dependent Education from VA. Trying to only use 12 months at most so will not deplete from his 36 months of GI Bill for himself or to gift to future children. THANK YOU!!!!
 
I found some more on this. The ROTC Scholarship and stipend should not be included in calculations for federal financial aid. If your school is including it they are likely calculating it incorrectly. This change likely occurred in 2010 to the Federal Code.

Quotes from another website regarding this topic:

I haven't seen Goaliedad online in a long time but he may be able to provide even better references to this exclusion of ROTC Scholarships and stipend dollars for calculation of federal financial aid. KeyzCat - PM Goaliedad and let us know.

THANKS so much the good news is the person that said the info about not being able to get ROTC and PELL was not at school he is choosing so now at least not worried they will mess us up if that was bad info. I found something on Norwich's site saying that Students should look at their aid packet and was giving an example they showed a PELL and a PELL matching grant as part of a ROTC Financial Aid packet but still no idea where there is a list of anything that might reduce PELL. The thing you posted re VA and DOD being separate is why allowed to get VA education benefits and ROTC together. Adds so much yeahs to my day !! THANK YOU!!!

As far as I understand, what would reduce the PELL would be if a- the PELL is greater than the cost of attendance remaining, or b - if the out of pocked or family contribution is greater than zero, so you would get the difference of the PELL minus family contribution.

No idea which way you're leaning but if you weren't aware and $$ is a concern at all, you should know that the University of Portland pays for room & board for all their ROTC cadets!!
