Air Force gives AFROTC cadets Reserve commission career option

Yep... we've got a cadet at our det who didn't get an AD pilot slot, but was able to get a reserve pilot slot so he chose to request a commission into the Reserve instead of AD in May.

Does this mean that cadets going into AFROTC on scholarship, will not all be given the opportunity to commission ADAF?

Scholarships have nothing to do with it. Scholarship and non-scholarship cadets are presented with same opportunities. Additionally, everyone is given the opportunity to go active, but whether or not you work towards this opportunity is up to you. Don't think simply because of a scholarship you are guaranteed anything. I think that's a common mistake with most cadets.

You could always go afrotc and commission guard or reserve. They've been offering reserve pilot slots for a few years to those who want them.

I agree with Zero, this is not new news it has been ongoing for @3 years now. It all started back during sequestration. They started this when they saw that their report dates were now dragging out to 9 months.
~ Honestly, they also did this in 2010 too. I remember our DS telling us when he was a GMC that a couple of AS400s were offered this option in March, just 2 months prior to commissioning. If enough of them did not take the offer than when they went ADAF there was a chance that a RIF would occur. Those on scholarship were allowed to walk without owing any money or payback time.
~~ The 2013/14 (?) year group was told flat out if enough did not leave there would be a RIF, no ifs, and, or buts.

It is not like the Army though, because unless the cadet requests and is approved, all of them will go ADAF.
To qualify in 2016, applicants must be projected to be Line of the Air Force officers except as Regular Air Force rated or nuclear and missile operations officer. A LAF officer typically has duties in a combat associated specialty and a rated officer normally serves in a flying related position.

For cadets scheduled to get commissioned in fiscal year 2018, the Reserve is authorized to select up to 100 ROTC cadets to be rated or non-rated LAF officers assigned to Air Force Reserve Command units
When you do the math, if 2100 go to SFT, and even if 1800 stay until commissioning, it is about 5% that will be allowed to leave to go.
It will be interesting to see what will happen in the next few years from a pilot aspect. The AF is having a problem retaining pilots, with many jumping ship to go to the airlines and flying with the Guard/Reserve part time.
~ Airlines are notoriously known for not paying a lot in the beginning, thus the officers that leave at the 10 year marker will become weekend warrior pilots to make money.
In the mid-late 90s the Guard units were being filled up at a very fast pace because the airlines were hiring at a high rate. We had many friends that got hired on by airlines and had to find a unit with an opening for them. Getting hired by the airlines was easier than finding a Guard unit with an opening.
~~ Those units are very tight knit, and it is like going for a job interview, they will want to make sure you are a fit. Plus, if you are going rated, not every unit will fly what airframe you want.
