I've been arrested several times but I was never convicted for any of the charges. The cases were dropped. I know these charges would not show up in a background check for a regular job. I'm interested in joining the National Guard. Do I have to be honest about my record when the recruiting officer asks me if I've been arrested before?

Arrests and convictions are two different things. If what you say is true, tell the truth and things should work out.
 
1991, what makes you so sure these arrests would not show up on an NCCI background check? Lastly, this is not the forum to ask if you should be honest, I hope you have thick skin.
 
If you were charged then you were arrested. If you were arrested you should answer yes, based on the question asked. The question is not were you ever arrested and charges later dropped.
Now, if you were simply detained by the police but charges never filed, you were never processed (fingerprints etc), you could "honestly" answer no.
Either way your use of the word "several" is were you are going to run into trouble. Indicates a pattern.
 
It's key to listen to the question. Often times they will ask if you were arrested, charged or convicted in different questions. These 3 things mean very different things. Answer it honestly.
 
Fraudulent enlistment is a VERY bad thing to have on your record.
Answer truthfully.
