In regard to nomination sources; MOC, Senatorial, Vice-President, ROTC Commanding Officers, etc., is it safe to say that all possible slots available to fill get filled each year? I know MOC will nominate 10 people for one slot, this leads me to believe all slots get filled.

All Pres, VP and probably all Senator slots are filled each year. There could be some Rep MOCs whose slots go vacant because there is not a qualified candidate in the district or those who were appointed decide not to accept their appointments. However, it is rare, and virtually every slot will end up being filled.

USNA 1985 is correct, however, the ROTC nominations will often go unused. I know of very few ROTC Professors of Naval Science or JROTC Senior Instructors that have three folks that they nominate to USNA, however, since only 20 are appointed nationwide, from this group, I'd think that all those appointments are filled.
