i switched high schools several times before senior year - greatly decreasing my hopes of ever being able to do leadership things in school such as class president or STUCO officer, Etc. will the SA(s) notice this and understand?

What have you done outside of school that includes leadership? Boy Scouts? Boy's State?
Switching schools doesn't mean that you can't develop leadership skills. It just means that you need to be a bit more creative in finding leadership opportunities.

When, if, your counselor puts on the Request for Academic Information that you attended X number of schools and your RC sees you are lacking in leadership and it could make a difference with you getting an offer and it gets approved by the reviewers, then they can make an adjustment to your WCS. That's a lot of ifs and it would be easier to seek out a quality leadership positions with what time you have left.

I'm actually a girl, so any Eagle Scout stuff is already out of question. I guess I'm pretty active in church, and I do a lot of volunteer work where I am directing or leading. I would have loved to do Girls State, but it was during NASS for me :(
