NROTC Stipend/Book allowance/travel claim

I spent 30 years in the Navy and had plenty of pay and travel claim problems so this is not unfamiliar territory to me, but my son joined his NROTC unit on 10 August and has still not seen a nickel from Uncle Sugar....anyone else's NROTC students not been paid yet?

I set him up with an AD NFCU checking account and they changed the account type because they still haven't seen a LES from the Navy yet...

All things being equal, my DS never had any delays BUT in any political cycle (particularly this one which is ending) you have to wonder whether its a US Govt fiscal year issue.... The other possibility is a less than efficient Admin at the NROTC unit.

He did great on the PFA, no issues there.

My guess is less than efficient admin..they have a bunch of "stashed" Ensigns working some of this who are less than knowledgeable on pay and the JFTR. I told him to raise the BS flag on his travel claim, mileage vs. GSA city pair calculation...we will see how that goes...
 
Stashed ensigns, while they may have helped with collecting certain paperwork, are ultimately not going to be very involved with midshipman pay and travel claims. That's the job of the Human Resources Assistant (HRA). A decent HRA should have new students drawing stipends within 30 days or so of reporting for New Student Orientation. Travel claims can sometimes take a little longer, as new students sometimes have issues providing the appropriate receipts, etc. With 60 days having passed, apparently there's an issue. He should talk to his freshman advisor, who will then speak with the HRA.

Agree, told him to use his chain of command...but it is not just him. None of the first year NROTC students have been paid yet...
 
My DS has not seen any NROTC pay yet (as of yesterday 10 October 2016). He is a freshman. But, most importantly his tuition was credited to his account and that is the big $$$.
 
DS is a freshman NROTC MO. So far, he has received tuition payment, book stipend, and subsistence allowance every 2 weeks. Travel reimbursement is still outstanding.
 
Mine got paid today also. Appears to be just stipend, no book allowance. I would guess his travel claim was filed through DTS and that will come separately.
