The new AR 40-501 (dated 22 DEC 2016), has been released in the medical channels. I haven't seen it published on a public Army site. If I see a link, I'll push it forward.

It is on the APD.army.mil website which is publicly accessible for 19 more days. It's stupid that the Army is hiding these unclassified/non FOUO publications behind CAC walls. Transparency is important with the public at large.

Use the menu path of Publications> Administrative> AR - Army Regulations
AR 40-501 is on the second page of regulations.

Or, put AR 40-501 in the Publication Text field from the Search menu path.

I didn't see any noticeable chances in neuro or psych (2-26 and 2-27).
Your link doesn't work for me. I believe each download creates a distinct record on your computer and can't be accessed by others. I've experience this before that's why I generally provide the basics to maneuver on the APD website.

The only changes added were for Military Service of Transgender Soldiers (initial and retention) and medical evaluation documentation upon separation.

It's been available 'forever'. I'm not surprised it's publicly available. It should be! If it's not FOUO or classified the military should make their documents easily available for public consumption. We should be able to educate ourselves rather than rely on second hand information.
