Reapplication vs. WCS

I have read the Rand report to which someone posted a link, detailing how the Admissions Board calculates a Whole Candidate Score. I have also read many times here that the Admissions Board tends to look favorably on re-applicants, showing that they 'really want it'. How do the two mesh? "Wanting it" is not really quantifiable in the same way that so many of the other indicators that make up the WCS are. Does a second-time application affect the WCS? Anyone come across this before, or have an insight?
 
I might be wrong, so don't go after me if I am...but I thought that reapplicants were in a different pool of candidates than those applying from high school. What is quantifiable is seeing specifically what a candidate did to improve file/show ability to succeed at WP. For example, after getting the TWE, my son wrote his RC and asked what to do to improve chances for next year...and then he did EVERYTHING the RC said...and he did it early (as suggested). He took a freshman load similar to a WP class schedule--not at all what the civilian school recommended. He took the same classes plebes take. He retook SAT again and again. He got involved in activities (and ROTC). He stayed in touch w/ his FFR and his RC to be sure they knew what he was doing. (By doing ROTC, he was able to get a ROTC nom and MOC nom, but he also showed his desire for officership, not just WP). He's a yuk currently.
 
Reapps come out of the same pool of candidates in terms of winning a MOC slot. The scoring of WCS is a bit different I believe, but I can not tell you the distinctions.
 
Yes, for MOC=same. However, first go round son only got interview with congressman...second time he got congressman and both senators.

Thanks. It's not clear from this, though whether it was the fact that he reapplied, or that his file looked great, with a high WCS, the second time around because of what he had done to improve.

The reapplication demonstrates the desire...the file contains the quantifiable things done to improve.
