I qualify for a Presidential Nomination due to my father's service in the Army. On the portal, the instructions say that my father needs to furnish a statement of service and then have his unit adjutant sign it. Is this so called statement of service on the portal or will his unit adjutant have it on file? Thanks.

Relying on my Navy service, where I could reliably count on a form for everything, I googled "Army statement of service." Your dad's unit will produce the magic paper on letterhead or official form with the right signature. Military people occasionally need these throughout their career. Here's one of the many google results:

You should check your portal again, if I am not mistaken, all service connected nomination information was due on January 31st. You should reach out to your RC tonight and ask if there is anything you can do.
 
I am guessing if your father is now retired his DD-214 will suffice. If he is still active duty then he will not have this document. The unit adjutant can validate all his service dates to ensure you have proper documentation to qualify. Your RC should be able to clarify.
