My son just got NWL to USMA. Does this mean that USMA completed appointments by now and places those applicants who didn't receive appointment on NWL? Should my son now see the second chance for someone who may decline to accept?
How soon can we know for the final for NWL to get off?

NWL means National Waiting List. Everyone is placed on the NWL=qualified candidates. Last year, I was also placed on the NWL and did not get in. However, I've heard some people get off the NWL. Based on my assumption, I think it is probably because some appointees decline their offers and those on top of the waiting list are then offered the appointment to fill the spot. I decided to ask my RC around mid April about the NWL and the RC told me that I likely wouldn't get off the NWL. But, the RC told me to reapply as a college freshman telling me that I'd be more competitive. I worked on to improve my CFA, improve my test scores,revise my essays, get solid grades in 1st semester of college, maintain a good relationship with professors. All these things really paid off. The point is that if your son happens to get rejected, he should not be discouraged, but continue to improve his profile for next year. The admissions board and the nomination committee know that your son was a previous applicant and it shows how determined he is to serve as an Army officer. Hope that helps!

Is it a 3Q letter? Or was he told that he did not win his slate and was going on NWL? Reason I ask is because 3Q letter states that they will be placed on NWL to compete for nomination from nominating sources.

My son got 3Q with Congressional nomination already. But placed on NWL today.
