Continuing ROTC application and scholarship

If you were not chosen this year for a scholarship, do you just continue your online portal going into freshman year of college or is there paperwork directly from the college ROTC that needs to be filled out for a future campus based scholarship? Also, if there are candidates who received the scholarship and either turn down for a SA or are not medically qualified, will they still offer scholarships to next in line for this year?
 
It depends. Each branch of ROTC is different. Which one are you referring to?
 
Army ROTC has campus based scholarships once you are in the program. There is no application, each BN has their own board process to select scholarship winners. If selected, the ROO will complete the scholarship application.

Just curious (for futures sake) how does Navy (MO) handle it?
