SIP (MMR) payments at Maritime Colleges

Since I had someone ask me about this recently, I thought I would put this out on the forum. Is the Student Incentive Program (SIP) from the Maritime Administration which gives approximately $4000 annual payments to Cadets pursuing their licenses at the State Maritime Colleges for enrollment in the MMR (Merchant Marine Reserve) still functional? How and when does the Cadet enroll in this program? What are the stipulations and benefits associated with this? Does enrollment in the MMR affect the in or out of state tuition rates charged by the state Maritime College (the college in this question was NY Maritime).
Anyone with any knowldge of this one- feel free to post!

What is the Student Incentive Payment (SIP) Program?
Students who are U.S. citizens between the ages of 17 and 25 and enrolled in one of the College's Degree/License programs, can apply for the Maritime Administration Student Incentive Payment (SIP) during their freshman year. If approved for SIP, students are enrolled in the Merchant Marine Reserve (MMR) program administered by the Naval Science Department and receive an appointment as a Midshipman in the Naval Reserve. SIP students receive $3000 per year ($3000 at the start of the sophomore year, then $750 quarterly) and must serve in the inactive Naval Reserve for 8 years following graduation. Non-New York State residents, who qualify for and participate in this program, are charged New York State resident tuition rates.
 
MARAD SIP Requirements

Maritime Service Compliance System (MSCS)
MSCS contains student and graduate information and allows MARAD to track maritime academy students receiving Federal financial support. MSCS contains the names and other personal data for all students (midshipmen) attending the Federally-funded U.S. Merchant Marine Academy (USMMA). State maritime academy (SMA) students who participate in the Student Incentive Payment (SIP) Program receive limited Federal tuition assistance, and are also tracked in the MSCS.
MARAD provides financial assistance to six SMAs to train U.S. merchant marine officers pursuant to the Maritime Education and Training Act of 1980. In addition to the financial assistance provided to each of the State maritime academies, MARAD also offers financial subsistence to a limited number of candidates selected to participate in the SIP Program. Students in the SIP Program receive quarterly financial subsistence for a maximum of 4 years. In exchange for financial educational assistance the SIP students incur a national service obligation. MSCS track students participating in the SIP Program to ensure they fulfill their national service obligation.
