Question about board timing

Greetings,
My son is going to apply for the AROTC Board in October. We looked through the documents and have these questions.

1. How long after October do we find out the results?

2. If he doesn't get a 3 year scholarship on the first try, will he have time to reapply for the next board?

3. Is the October board more competitive than the others?

1. Normally, you would find out the results a few weeks after the end of the board.
2. Recently, those who get the scholarships awarded during the first board are all 4 year scholarships. Normally the 3 year scholarships are not awarded until the 2nd and 3rd boards. If you apply in time for your application to be reviewed for the first board, your file will be scored and if you don't get a scholarship, you file is automatically put through to the 2nd board and then 3rd board if you don't get the scholarship on the 2nd board. You do not reapply.
3. Typically, the first board selects some of the most squared-away, top candidates who will have their packets submitted in time to be reviewed in October. However, as the year goes on, more and more applications come in, so your file will be up against more applicants for every board. There are strong applicants who may not get their files completed until the 3rd board, though, and there can still be 4 year scholarships awarded during the final board.
