Re-applying for 4 yr NROTC - 30 Credit max

As I understand from previous threads, a college freshman can re-apply for the national 4 year scholarship. The caveat is that the candidate must have fewer than 30 credits when he/she applies, and all credits count (including AP).

For many freshman, AP credits earned in HS ensure that by end of first semester they will have more than 30 credits. So, they need to submit the application prior to end of first semester.

My question is "what constitutes 'submitting' the application?". Does it need to be complete, ie. board ready? Or simply submitted online with college transcript still pending? What if the officer interview has been completed but the writeup hasn't been sent yet? Catch 22 is that by the time the transcript is released, the semester is over.

Need to know if DS needs to remind/beg his NROTC CO's office to send it before finals are done next week.

I overlooked this quote from NavyNOLA:

"For the credit concern, as long as you click submit on the application button prior to completing your first semester, then it doesn't matter how many AP/dual enrollment credits you have."

So I take that to mean 'clicking submit on the application = submitted' for the purposes of the 30 credit max. Additional docs such as transcript, officer interview etc. could be added later and not be a problem.

Is this correct?
