Hello everyone,
Currently I can be considered as a U.S. citizen living abroad. I was accepted to the NASS 2018 and I'm going to apply to the USNA class of 2023. I am desperate to know how my application process will vary from the other candidates. I am eligible for a MOC nom and will apply for it. However, my geographical situation doesn't really permit me to fly to the U.S. for interviews for the MOC noms and especially the BGO interview.

What steps should I take to remain a competetive candidate??

I know a candidate for the Class of 2022 in the same situation. He just did his BGO interview by phone and his MOC interviews by Skype and all was fine. He did receive a nomination from that process. Every other part of the process was the same as if he was living in the US. That's definitely an advantage of so much being online now! Good luck with your application.
 
Admissions has a liaison who handles overseas applicants, and there are BGO's at many locations overseas. Recommend that you contact Admissions , or ask the question while at NASS. (I would expect there will be an Admissions Seminar with Q&A during NASS).

Out of curiosity, how are you eligible for MOC nomination without residency in a state ? I went through this a few years ago, when a relative of one of my law partners was interested in USNA and he asked me the question. I don't recall details, but this was a true expat --living in France all of his life but holding dual citizenship. (Mom was US citizen, Dad was French). They really had not connections to USA.
 
I oficially reside in the state of New York. However, I came to Portugal to live a few years ago. I was born in the U.S and lived there most of my life, having gone to pass the summer there ever since. From what I understand I am eligible for a MOC nom because I am considered a permanent resident of the 18th congressional district of NY. Please correct me if I am wrong!

Technology will be your friend. As mentioned this happens every year and USNA knows how to deal with this. Skype and FaceTime will do wonders.

I am curious, why are you considered a permanent resident of NY. I ask because as a CPA I would no longer file taxes in NYS after you have been gone after a year. I wouldnt consider you a resident of that NY. I would assume tax rules and legal status are different. Interesting how that works

Even though I live in Portugal, my father's currently resides both oficially and literally in NY. I think it is because of that. :)

Crudis2001. You are right. You can apply with the US Residential Address for all 3 MOC Noms. Even though you are not residing in the US so long as your parents keep their home of records in the US with an address in the US where your parent keeps voting record or tax record or residential record, you can use US address to zone yourself to that district. I believe many kids apply to West Point from NY-18 and not as many to USNA so your chances are better getting an Appointment to Annapolis than to West Point from NY-18.

Not all MOCs will do it but you can use Skype or FaceTime or phone calls to conduct interviews. I would bet District Rep Nom will work out just fine if you are competitive for Nom to USNA. They will probably invite the best 10 candidates to USNA and try to offer Nom to all 10 invited to USNA. Unless they see some serious issues with giving you a Nom.

And I know Gillibrand team do many of their interviews by phone anyways. They invite about 200 and Schumer invite about 25 from NY State.
