Why Navy if you are already in the Army?
Keep in mind that if you commission through NROTC you will be going Active Duty. The Navy has reserves, but for your first 5 years you will be on active duty. That's why Navy Options now serve 5 years active duty, when it used to be 4 some years ago. If someone goes through NROTC, can they get commissioned into a different service (AF) upon graduation? If so, would it make a difference is he/she was on NROTC scholarship?

Yes, there are plenty of technical jobs in the Army. Primarily in the Signal Corps and Cyber Operations. Your degree will fit nicely into either.
