No, you don’t get rolled over into RA. EA does put folks on a waitlist and a number are offered prep school as well.

So how competitive should one be if they decide to apply through EA? Is there a profile or something similar for those who have been accepted through EA versus RA?
 
The way I heard it, unless you think something is going to happen after the ED cut-off date that will make you a better candidate (eg being named captain of a team or getting one more quarter of improved grades) then just go ED. The acceptance rate in that first wave is higher and the sheer number of competing apps is lower so you have a better chance of sticking out. The alternative perspective is that ED apps are from ridiculous superstars and you'll just serve to make them look better. ;-) But in the end if you're not a really strong candidate you may not get in anyway, so decide what it takes to put your best foot forward and take your shot. There are many factors that make up your profile and application . Personally from what I’ve seen it’s best to apply EA and make sure that they know you’re open to taking a prep school appointment as well. Is your application going to look that much better in 4 months? Another advantage of EA is that you generally know by Christmas time if you’ve been accepted. It gives you more time to focus on plan B or prepare for your appointment date.

There have been some changes to our application process this year including reevaluation of select (we're not sure how many since this is our first time doing this) Early Action applicants in Regular Admission; additional information about this and other changes can be found in the Applicant Handbook.

Since we're now doing reevaluations of select Early Action (EA) applicants in Regular Admission (RA), we will no longer offer wait list spots to EA applicants; however, those reevaluated during RA could be offered a spot on the wait list along with RA applicants.
 
I have been unable to locate the new changes. Applicant handbook that is available online is not the most recent one. Is there someone that could give insight as to where I could find it?
 
Exact wording from Applicant handbook (page 2 of pdf):
Early Action: Early Action is a non-binding (applicants are not required to accept an appointment,
if offered) review guaranteeing if you submit all required application items by October 15th, you’ll
be notified of our decision no later than January 15th. If offered a full appointment, Early Action
applicants still have until May 1st to accept or decline their spot in the class. If not recommended for
an appointment, Early Action applicants may be reevaluated during Regular Admission. Applicants
notified that they will be reevaluated are encouraged to periodically update their file with new
information to ensure they will be considered for appointment at the conclusion of Regular
Admission. Although not required for Early Action review, we strongly recommend Early Action
applicants complete their Department of Defense Medical Examination Review Board (DoDMERB)
medical exam by November 15th.
Tip: If notified that you will be reevaluated during Regular Admission, be sure to update
your record with your first semester transcript, improved standardized test scores, and
anything else you’d like the Admissions Committee to consider during your reevaluation.
