Question about a Nomination with " special consideration"?

The Friday before Christmas DS recieved a
call from our nominating MOC congratulating him on his nom and was told he was one of his " top 2 " nominations . In the excitement of the moment, he did not ask further what that meant . ( we know he has 2 slates available to USNA). Further inquiry to his office rep and he was told that he has a " nomination with special consideration". Is this the same as a "primary nomination"?
 
It definitely sounds like a good possibility that he has been given a primary nomination. I am not aware of that terminology outside of athletics/recruited athletes. Perhaps one of the more knowledgeable/experienced members could shed more insight?
 
“Special consideration” is a new one. Been on this forum for some time and have never seen it. “Principal nomination” is such a common and accepted term that I’d fully expect the MOC staffer to use that specific term if that’s what he/she meant. Why not call and ask exactly what it means?

That was principal , not primary
