It appears that the Army ROTC scholarship letters are posted on the ROTC portal under "File Upload."

About halfway down the first page, the following text reads as follows:

"Action is still required on your part. You are not medically qualified. You must be medically qualified to begin receiving benefits. The enclosed instructions provides additional information on the process of becoming medically qualified. All issues must be resolved for scholarship benefits to be paid."

I'm not sure if it's just me, but I cannot see the "enclosed instructions" on either of the two pages regarding the medical qualifications or any reference to the DODMERB.

I also looked under the "Additional Information" tab, I clicked on both the "Accepting Scholarship and Transfer Requests" and "Scholarship Winner Instructions."

Do I just sign the second page and upload it to the scholarship portal "File Upload" area and wait for additional instruction?

There is a page under Additional Information that says "Medical Examination."
There it says the following:
1. A medical provider contracted by the Department of Defense Medical Examination Review Board (DoDMERB) will email you with information on how to schedule your medical examination. If you do not receive anything from the contractor within 30 days of receipt of your Winner Letter, go to the Department of Defense Medical Examination Tracking System website (www.dodmets.com) and click “get started” to schedule your medical examination. DoDMETS is the medical exam tracking system used to assist applicants in scheduling and completing the DoDMERB medical requirements.

So keep an eye on your SPAM folder as it might very well go there.

DS has been qualified for both USMA and USAFA. He should be fine for AROTC, right??

I believe DS needs to initiate that DODMERB send his qualification to ROTC scholarship board.. last year my DS was qualified medically for USMA and USNA and was qualified for AROTC scholarship but I believe he had to initiate that through DODMERB
