I have been contacting my congresswoman’s office a few times to request an application, and they haven’t responded back. I was told at a senator’s service academy event that their office recently had some turnover. A friend recommended me go into their office and hand in a resume. Should I go into their office or continue making calls?

Doesn't your MOC have a web page with links to a .pdf application? I would be surprised to learn that your MOC is still in the dark ages and would make you come in for a paper form. I googled "[Name of MOC] service academy nomination" and it took me to everything needed.

My MOC is the current Speaker of the House. I looked through her website and it didn’t provide much information.

Help us understand what detail you are looking for. Speaker Pelosi’s site provides the boilerplate info on noms, her nom app opening and closing dates (already been open almost 2 months), a general outline of what to submit, and a POC and phone number to call and request a nom packet. Fairly standard.

Break out the 19th c. tech and make a live phone call to the POC.

Again - help us understand what specifics are concerning you. You won’t find a recipe for an essay or letter of application; that’s your work to articulate.
 
If they are not returning your calls, taking a walk into the Speaker's San Francisco office and introducing yourself can't hurt.

I’m trying to figure out how should I approach this situation. I’ve made numerous phone calls, and I don’t know if I should start sending items to the office without the packet.
 
I did some digging on the site. Looks like Ms. Rubio’s number is the main number. I looked her up on LinkedIn. She’s District Operations and has worked at the office for 30+ years. She may OOO for some reason, or just plain busy, and messages left for her may not be going anywhere or she hasn’t had time to act on them. Try the number during working hours, and if you get a live person, I’d ask that person (nicely!) if someone else could help you get a packet, if Ms. Rubio hasn’t been able to get to it yet. It’s still early days.

Or, go on a recon. As noted above, assuming you’re not elsewhere during the summer, tidy up, BART to the Civic Center stop, which seems to be the closest to 90 7th St., which appears to be in the San Francisco Federal Building. You roll in, cordial, professional, mature, and ask the front desk for help in accomplishing your mission. You’ll be the kid who so badly wanted to get started, you went after it in person. Assuming you score the packet, then it’s smiles and handshakes all around, a successful mission.
 
Maybe figuring out how to accomplish the task is all part of the "test." I once took a class to get a real estate license. The instructor told us a story about a student who was freaking out about finding her way to the exam site for the final test. He told her, "young lady, if you can't find your way to the test site, maybe real estate is the wrong business for you."
 
Or it could be that Pelosi and her office care very little about Service Academy nominations, and do not run a program that makes it easy for applicants to submit a package, or when they do they just do not grant nominations. I can't believe that in an area with such rich Navy history that there aren't at least 10 qualified applicants each year.

There was a thread about historical MOC stats regarding nominations, and Pelosi was just about at the bottom for number of nominations issued. Nancy Pelosi had nominated a grand total of 15 candidates across USMA, USNA, USAFA over 4 years..... Average of 1.25 nominations per academy per year.....

I just had a call to the office, and it was Ms. Rubio taking the call. She told me that there's an interview with the board then Speaker Pelosi personally picks which candidates gets nominated. An application will be mailed to me.
I also learned a lesson - set up voicemail as there might be an important call coming through.
