How does Martinez leaving effect my applying for a nomination?

No, no, no, no, no. In all honesty, you were never going to meet Martinez and he was never going to look at your package. He has a staff for that, and that staff will remain in place and that staff will do all the leg work, interviewing and ranking. Someone else will sign the package in the end, but the mechanism is in place and will not be affected. Apply with the best package within the assigned timeframe. Good Luck.

I knew he'd never see it but i thought the new senator would bring in new staff, hence my concern, But if its the same people it shouldnt effect me. thanks

Outgoing MOC and the nomination process

MOCs select their own staff. However, when there is a change of MOC all SA files are transferred to the new MOC staff. Sometimes the new MOC will take some of the prior MOC staff as part of the new staff but not all MOCs will do this, and not all MOC staff would choose to go. MOC changes are common - not always mid-term like this but every nominating season there are some changes of MOCs. Sometimes the outgoing MOC gets the noms done before the end of session and sometimes the files are transferred and the new MOC has to get the noms done by January 31st. In this situation any open candidate files will be transferred to the new MOC. That said, I suggest that you keep copies of everything you submit so that you can submit the whole packet to the new MOC also, even though candidate files should be automatically transferred to the new MOC, when the time comes it's a good excuse to make contact with the new MOC office.

This is not a definite thing either, unfortunately...say the new guy (impossible in this situation because Crist is picking the place holder...) was of the opposing Party and decided to move in a complete new MOC staff, they would usually start all over and...there is the Nuclear Option, no nominations at all this year, it happens.

Being personally involved in a MOC office, and have been for quiet sometime, I can say that this is extremely rare. Regardless of party, the constituent is the crux of the MOC and, while it is theoretically possible, it is not likely that a MOC office will blow off their constituency in that manner. The more common occurrence, which is likely to be unknown to the constituency, is that the outgoing MOC fills all slots (if possible) in such a manner so as to block the incoming MOC from the ability to nominate for a given SA in a future year. The incoming MOC will bend over backwards to get a slate together, it is often one of their first opportunities to interact with their constituency base and provides great PR opportunities. They may not have a full program in place to do interviews etc. but they can put a slate together in a day, if they have too, by going strictly off the submitted applications and discussions with the SAs. Even the outwardly anti-military Senators and Reps regularly fill their slates as part of their job. Providing a slate for SAs is an important part of the position for which the Senator/Rep have accepted and the vast majority take it fairly seriously. Most are not personally involved in the decision process but they absolutely assign the task to a staffer (some to an intern) and ensure it gets done. From the MOCs side, regardless of political beliefs about the military or the SAs, the nomination process is a win every single time. Those constituents in favor of the military and SAs think it's great that the MOC is doing so, those against cannot argue with the fact that the nomination process is a very clear and documented part of the job description of the MOC.
 
OK, you are all trying to get into an engineering school, so let's see what makes sense.

You can ASSUME that the NOMINATION process in the (new) Martinez office will remain the same, as advised by most people here with experience in this system.
or
You can ASSUME that the most rare of all events will happen in your future. The one action (or inaction) that will reflect poorly on the Senator, the party, and the State... that being no nomination this year. Some credible people have heard of it, so it surely has happened in the past. But many have NOT heard of it, so it is very rare.

What would an engineer do?
1) Worry and not bother
2) Worry and apply, but be sure to worry about it
3) Understand the system and apply to everything possible to increase odds.

Just a quick spoiler, the answer is 3. And by-the-way, it was ALWAYS number 3. The only good news for you is that there will SURELY be some poor souls who either jump to conclusions or get bad advice and will choose option #1. The Martinez Nomination may turn into the least competitive in the State!
But do whatever you want. I am not being critical of you trying to find information. As you can see, there is plenty of info out there. In this case the info is both true and conflicting. Most people at this point would at least worry. Most people in this process won't get admitted, either.
