on the CIS it says N/A for CO recommendation. I know N/A means its not required because its probably for enlisted personnel but would it help me in any way if i got a CO recc? I know a CO personally who always gives me advice on USNA. should i give it a shot?
 
Is this person the commanding officer of some sort of unit that you are in, or is it just someone you happen to know?

You're correct that this typically applies to enlisted personnel. In your case, the CO rec would be treated the same as any other rec voluntarily submitted (i.e., from a pastor, employer, friend, etc.). If this person knows you very well and can comment on some part of your life that is not already covered by the myriad of things USNA requests, go ahead and get the extra letter. But the fact he is/was a CO isn't going to make much difference to USNA -- it's what he can say about you that counts.
