Many candidates do not complete their entire application or are not medically qualified or can't pass the CFA or just don't have the combination of grades, coursework, leadership and athletics to become scholastically qualified.
 
I get the redirect notice too, but think the question you're asking is going from the pool of candidates to "qualified" candidates. I would guess that means that they're qualified scholastically, physically (CFA) and medically (Dodmerb). Without seeing the numbers I'm not sure if that means they have nominations or not, but it seems high so I'm guessing not.

So if he has completed it and has passed medical, did well on the CFA (in comparison to the mean) and has the grades etc - I can assume he might be in that smaller number?
 
I'd say yes, if he knows he's qualified academically. I know Navy sends out those "academically qualified" letters and have even heard of Triple Q letters (scholastically, medically, and physically qualified), but don't think I've heard of them from Air Force.

The statistic I always hear is that if they are qualified in all those areas (as you said for your son) and they DO get a nomination, then they have about a 3 in 4 (75 percent) chance of getting an appointment.
 
I have to tell you - if he got in - it would be the single greatest thing to happen not only to him but our family and our town. I sometimes "treat" my self to an image of him at the academy. I just can't tell you how fantastic that would be.

Well, yes.
You do not need a nomination to be fully qualified. Any candidate who wants to know if they are fully qualified to receive an appointment should contact the admissions office.
 
My son received a card from USAFA that he was a Qualified candidate after he received his nominations.
