LOA/LOE & College

I’m a college reapplicant and was wondering if I would be qualified to receive a LOA/LOE if my SSK is fully submitted in August, with the parts I can complete (so not college transcript or activities), but I’d still be missing a few SOEs because of college. Meaning my candidate statements, HS transcripts / CAR, test scores, CFA, and DODMERB all complete, as well as 3 of my 6 required SOEs. I don’t know if those missing SOEs would render me unqualified to compete for a LOA/LOE or not.

Also, I’m aware that the appointment is the goal and not a LOA/LOE, but it’d sure be nice to receive one. I’m just curious on the exact stipulations regarding how much of the application must be complete before someone is qualified for one, if anyone knows that information. LOA's and LOE's are given to those who the academy deems extremely qualified for entry, and furthermore whose interest in attending USMA they want to secure early on within the application process. Depending on your stats: CFA, Standardized Testing, etc. you will be offered an LOA or LOE, or if you are a recruited athlete, you may be granted a LOA or LOE as well. I received my LOE in October, so there isn't even a guarantee you will get one early in the process. Just trust that USMA knows who they want and you'll be all set! Remember that 95% of the class does not receive a LOA and gets appointed anyways. Good luck!
 
I am not sure there’s a standard answer for this. My daughter received an LOA in mid-August the day after meeting with her FFR. She still needed to complete several steps of the application process. ACT score was definitely in - not a ton more than that including no SOEs since it was summer. She had a 10/15 deadline to complete everything except medical (had to be qualified by 4/15) and of course nominations.
