Unless DS is a veteran than the answer is no. USMMA is not part of the Armed Forces and applying to or acceptance by USMMA does not impart any status related to the Armed Forces until one is in receipt of a DOD ID Card.

Just to clarify the requirements, the initial TWIC card process requires a visit to a center where you provide required documentation, get fingerprinted and take a facial photo. Bring your current U.S. passport or a driver’s license and birth certificate. See TWIC for details and other possible forms of ID. You also have to pay $125.25 at the time of application; credit card, money order, company check or certified/cashier’s check but not cash (when I applied). A renewal of an existing TWIC can be done online.
 
So would it be better to get one now or wait?
You are supposed to have the TWIC prior to INDOC. You can find a useful document called “Class of 2026 Reporting In” at Class of 2026 Reporting In. Go to the link and examine the contents on page 9 and 10. Don’t purchase the booklet as you can find the 2025 version online for free. In addition, if you are in the prospective class of 2027, you’ll get you own version of Reporting In, although it doesn’t change much year to year except dates and prices of gear you should have.

Note, a passport is also required and is discussed around the same page number.

As I pointed out earlier, "A renewal of an existing TWIC can be done online." The first time card has to be done at a TWIC processing center because the individual is fingerprinted and a facial photograph is taken. The process is time consuming and is outlined at TWIC. At least today there are plenty of service centers. When I got my original TWIC, I had to travel about 30 miles for the nearest processing center.

The processing centers are kind of a moving target. I know for my last renewal (completed online, but had to go by a center to complete the process), I made an appointment and it was pretty quick and painless. Took some time to get the card by mail, though. Had a coworker go for his about a year later and that service center was closed.
 
My DS did the pre-online form and got the soonest appointment to take documentation in person for 4/20/23. There are walk-ins but it states on the website that appointments get priority. Just sharing for others as there may be a long wait to get this going.

My son had to go 90 minutes into Philly, the closest center at the time. And definitely make sure you have an appointment and not a walk in or you'll be waiting for ages. We saw the line when he went originally and we walked right through, others were waiting for hours.
 
My DS went through the process today. He filled out the paperwork a few weeks ago and walked into his appointment with his passport and driver’s license. They took his fingerprints and then paid with credit card. Took about 10 minutes. They said he would receive the card via usps in 60 days.
 
We filled out the preregistration and got an appointment scheduled for my DD, but we checked "pre-employment'. I have looked for a way to edit the completed application but it doesn't seem to be possible. Is this something we can change when we get to the appointment so as not to cause an issue at INDOC?

They should be able to change it at the appointment. I mistakenly put that I was employed by the US Navy (because at the moment I am) and they were able to get it switched at my appointment.
 
They tell you the card will come in 60 days, but it usually arrives within a couple weeks.
There is no telling. Some of my past renewals only took a couple of weeks to get the card. My most recent took about 60 days.
