It does seem like Air Guard is a long shot, but I will encourage him to explore it anyway. What worries me most is that it looks to me like the AF is in need of STEM majors with high GPA's for CSO slots and that is why he didn't get pilot. And now they are dangling a carrot in front of him...

They told him he could accept it for now, wait and see if he gets bumped up to pilot and if he doesn't he can decline the CSO position all the way up to the day before he commissions. Of course he will then just have to accept whatever position the AF gives him.
