Last year when we received ours, they came out the same week as the results for round #2 of the 4/3yr ROTC scholarships.
I am not aware of any ECPs being offered prior to round #2.
ECP/EAP scholarships are controlled by Cadet Command. Be sure that you check the appropriate boxes on the Army 4yr on-line application, for consideration.
