I will reinterate what Chocolate said. You can use the same letters, just have the person who is making the recommendation plug in the different headings and salutations for each Senator/Congressman. My son's letters were typed on the computer, then each signed with a handwritten signature.

There are "two sets" of Letters of recommendations. There are the ones that USMA will email to three of your teachers which, as mentioned above, you will never see. Then there are the Letters of recommendation (written on paper) that you will be sending along with your packets to you Senators...
