I think it can be slightly different at various schools - at my DD's school, AROTC paid for the tuition portion of study abroad course that took place during wintersession, if the course taken was to meet a core requirement. I'm not sure if that policy would also apply to summer courses, though.

They ask on the DoDMERB medical exam questionnaire, they might ask during the medical exam, they could ask at any time during your ROTC years at college, and I believe there is another questionnaire and medical exam to pass right before commissioning. The question could be asked again at annual...

I don't think dropping Anatomy will hurt your scholarship chances. What might be more important is your intended major in college. If you are looking at anything in health sciences, you will want to stick with Anatomy, but maybe you can drop to regular level course, not Honors?
