My USNA Sibling just bought an ipad for note taking, they throughly enjoys it and wishes they had bought one sooner. I'm not sure about USAFA, but usually after freshman/plebe year, restrictions lessen and you have more flexibility of what you can and can't do/use

NAPS is usually where recruited athletes go. NAPSTERS are enlisted Navy personnel on a Naval Base. Foundation Sponsored students have the choice between 16-12 schools depending on gender and receive a scholarship on need basis and are sponsored by the alumni foundation for the year.
