I applied last year and got all the way to May before receiving a letter that said "you have been found fully qualified for admission but cannot be admitted based on class numbers." Is that a TWE? If not, what is that? Currently reapplying, btw.

I used the electronic transcript delivery service Parchment to send my seventh semester transcript to USMA. It was received and downloaded on February 4th but has not shown up in my portal yet. In my experience with Parchment, it takes a couple of weeks for the school to acknowledge the receipt...
