LOAs definitely have a weird formula. I received mine today and it is contingent upon the completion of CFA, transcripts, candidate essays, dodmerb and a nomination.

I believe you have to be 17 by July 1st of the year you enter West Point, not to begin your application so no worries about that

Yes, and some browsers will not open the site at all I believe so I use firefox for most of the sites as it just warns you about continuing.
