I know someone who did the whole NLI signing day with only a positive pre read to an Ivy. Some suggested it showed true commitment. They are currently attending that Ivy.
As for the person who is committing without getting a nomination, or dodgers or whatever in the end you shouldn’t worry...
This is just another part of the process. The waiting. If you have submitted your application and it is being reviewed you are exactly where most EA hopefuls are and you should be hearing something within the next 20 days. The struggle is real!

I will suggest he reach out and be super polite and just attach the scores. He will refuse and go back to just being relaxed and chill about the whole process. :p:cool:
My son emailed his AO the other day when his SAT scores came in and wanted to update his application and was told nothing could be added since it was under review. They are automatically being sent from College Board.
If I was you I would absolutely submit those grades or at least try. Better...
My son received a notice that his medical exam was evaluated and he is qualified. Does he also have to wait for a review of his eye exam or would everything have been reviewed together?
