I think he could manage without a car, the campus is very big but walkable. TAMU has a fairly reliable bus system for intracampus transportation. Keep in mind if he ever needed to go into town for dry cleaning or groceries he would definitely need a ride, unless he was OK with biking. Speaking...
TAMU offers instate tuition for cadets who receive a certain amount of scholarship money - I believe you have to receive $4000 to be eligible. Instate tuition isn't guaranteed with joining the corps at TAMU.
My family and friends are encouraging me to take the lightest load possible at school next fall (12-15 hours) in order for me to get good grades my first semester and to make it easier for me to transition to life at a senior military college... But my heart and brain are looking to resubmitting...
You can still commission after college without doing ROTC. Just because someone doesn't do ROTC in college doesn't mean they don't want to go into the military.
