There is a CAC office near his school, so the MIDs in his unit do it during the first semester of their freshman year

My DS is a Marine Option and he has a Navy CAC - I suspect it is because it is Naval ROTC-MO. In my mind that makes him USNR currently, and I imagine he'll get his Marine CAC after he commissions.
