A coach can't personally give you an LOA, however they can speak to admissions on your behalf. There are athletes and non-athletes who receive LOA's. Also, not many LOA's are given out AND it does not guarantee admission.

IMO, Coast Guard Academy's AIM, is the most realistic and similar to 4th class summer. My daughter's at USNA and USCGA agree:)
