Can a Civil Air Patrol member administer the CFA / Phys Ed SOE? I know they say JROTC/ROTC, but I would consider CAP in the same category.

My email's spam clears itself and I can't recover deleted spam; what should I do? Can I contact someone? I feel as if my email may have been in there.
