Yep, this is due to the altitude at USAFA. You'll feel it as soon as you get there.

Just speculation, but perhaps travel orders from USAFA will waive the age requirement. I know most car rental companies will rent to someone younger than their age requirement if they have valid travel orders.

The academy hotel is pretty nice if you can get a room. Free breakfast, pool, etc for a reasonable price. Right near the south gate entrance, too.
