    AFROTC Type 7 Scholarship

    It sounds like he was NOMINATED for an In College Scholarship for Phase II last year. Those were never awarded. There are none for Phase I of this year either. If he receives an enrollment allocation, then he will receive the $300/mo stipend but no scholarship. He will contract though.
