    I was a college programmer and was awarded a 3 year sideload scholarship, which is different than the national scholarship. Most of the paperwork was handled by the staff and submitted through opmis.

    First of all NSO is not mandatory (per the ROD), but I don't know anyone that hasn't done it. The only paperwork at my unit's NSO is done the last day after swearing in.     For the high school class of 2012, ~6100 applied for the nrotc scholarship, ~1600 were awarded a 4 year scholarship and ~840 commissioned. That's what my CO said at our commissioning last week.

    Can you appeal a "Negative" Decision on NROTC Scholarship?

    Yes you can go SWO(N) through NUPOC. Just some additional info, he will have to pass a phone interview and then the interview in D.C. first. After graduation, if he goes the SWO way, he'll qualify SWO and then go to power school and prototype.
