I'm interested in Penn State's Navy ROTC college program. How do I join it? Do college programmers usually arrive at orientation and join the program then?

When do I take the medical exam? If I get the scholarship do I take it after I receive the scholarship?

I know this person who ended up not getting the scholarship but he had a friend who was a coach and he didn't actually do the physical fitness test. The coach just signed the paper.
