Early Action vs Regular decision

My DS had his USCGA application submitted in time for Early Action which was selected. He just received his latest SAT scores and had the best results yet. He plans to take the SAT again next week and feels that since he has really focused on areas that previous testing showed as his weakness that he will have another decent jump up in scores. He found an e-mail in his junk folder that indicated his application would be reviewed in the next two weeks, but he can opt for Regular Decision if he calls soon (I am guessing Monday). I think he can pull up the scores one more time as well. I am concerned that the review panel may not even see the new score when they look at his application. DS wants to stick with Early Decision because he is concerned that it makes him look like he is not confidant in his decision. Any advice is appreciated since the Service Academy application process is a new experience for us.
 
If his scores are that much better then delaying the application might be best. Remember the file is looked at only once, and delaying the application is not looked at unfavorably. The CGA has always stated that applying when you have the best possible application package is the right time. If the scores are submitted and received before his file is reviewed then the will be included, but this is not guaranteed. I offer this and any other information to anyone going through application process. My DD is currently a 4c so this is all very fresh to me.
