If you are 3Q'd with a nom, then you are on the NWL. If you haven't received an appointment or TWE, then you are still on the list.

This happened to my son. Received TWE as a status update on his portal on 4-14, then call from congressman's office with appointment on 4-19. According to RC, person ahead of him declined. I'm sure it is very rare though.
