3 vs. 4 year NROTC scholarship

If applicant is at college (will complete freshman year) and is planning on transferring into another college and applying to NROTC (or other ROTC), do they need to do the online application as if they were coming out of high school or is the application done via the school they will be attending?
 
If they'll have 30 or more credits when they decide to start applying, it'll be via the side load process at the particular unit being transfered to. However, there's nothing to stop someone from doing the online Navy 4-year national prior to the 31 JAN deadline and listing the desired transfer school as their first choice. That's what I'd do.

That is the direction we appear to be taking. I too felt like it offered the most options.
