ROTC stipend

DS is a 3 year winner of the AROTC scholarship. We understand he won't receive the stipend his freshman year. In his third class year (sophomore) will he get the stipend at the 2nd year level or the 1st year level? Does the stipend pay each month for 12 months or only during the school year? Thanks
 
The stipend is changing to a flat rate. During the semester your Cadet will receive $420 a month for up to 10 months while school is in session. That stipend will start sophomore year, as long as he meets contracting requirements.
 
I am currently a contracted MS1. He will only receive the stipend for the school year not 12 months. And he will more than likely get paid ms2 stiped which I believe is 350 but I am not positive about that

Will this be in effect next semester and will it apply to those who have already contracted?

"as long as he meets contracting requirements" means that he is qualified by DODMERB, passes the APFT test in the spring of freshman year and maintains a 2.5 GPC (3.0 for ROTC), correct? Is there anything we are missing? Just trying to help him sort this out so thanks in advance.
